We conduct an independent site assessment, evaluate pavement conditions, identify drainage issues, and note concrete deficiencies. Our Scope of Work addresses actual needs rather than maximizing sales. Each line item is intentional and fully documented. All contractors bid from the same detailed scope, ensuring accurate, direct comparisons.
You approve the scope before work begins. This ensures the project is completed as promised.

Cost is a significant concern for HOA boards and property managers, particularly when projects impact reserve fund planning. RPS safeguards your budget through a structured, transparent bidding process that secures competitive pricing from pre-qualified subcontractors.
Each project receives at least four qualified bids, with more as appropriate. RPS Project Directors vet contractors based on workmanship, material standards, insurance, and reliability. We provide a clear, side-by-side Bid Summary Report for your review.
This process delivers competitive pricing and documented confidence in contractor performance. As a result, RPS clients consistently achieve greater value for their pavement investments.

On-Site Oversight at Every Key Phase.
Timely project completion requires consistent oversight from start to finish. Your RPS Project Director provides this supervision.
From pre-construction meetings to materials verification, daily site inspections, workmanship oversight, and final walkthrough, an RPS Director or Inspector is present at every key stage. We document progress with photos, inspection reports, and materials checks, and maintain direct communication with contractors, property managers, and HOA boards throughout the project.
This approach prevents delays, ensures specifications are met, and provides prompt decision-making when needed. Your project stays on schedule under qualified supervision.

With the scope approved, we take it to market. Our network of 16 or more qualified contractors competes for the work, and we summarize the results so you can decide with confidence.

Step 3: Execute

Once work begins, an RPS Director is on-site daily. You receive reports, photos, materials verifications, and inspection updates throughout the project.

Step 4: Manage and Adjust

Manage and Adjust

Construction rarely goes perfectly. When issues arise, RPS manages them directly, keeps you informed, and guides you toward the best resolution based on accurate, timely information.

Step 5: Close Out

We conduct a final site inspection before the project is officially closed, confirming that every item in the approved scope was completed to spec.

OUR SYSTEM

Flexible Engagement Options

The most comprehensive option. RPS oversees the entire process and brings General Liability and Professional Liability insurance into the contract. You have one point of contact and full project coverage from start to finish.

For owners who prefer the subcontractor to pay RPS’s fee, we serve as your single point of contact across all bidding and coordination. This structure does not include RPS’s GL and PL coverages.

For owners who want independent consulting only and will manage contractor payments directly. Billed hourly based on scope, agreed upon per project.
