Our Services
Professional Project Administration and Unbiased Consulting
Our team does not operate as a paving crew. Our mission is ensuring your project involves the ideal scope and qualified contractors for a fair investment. We serve exclusively as your advocate, providing expert oversight and independent evaluations from the initial site review through project completion.
You are in control
When you hire a contractor, you hand over the wheel and hope they drive responsibly. When you engage RPS, the wheel stays in your hands. We are your independent consulting and project management partner in the pavement industry, working entirely on your side of the table. That means every decision, every dollar, and every detail goes through a process designed to protect your property, your reserves, and your reputation.
Here is how we put you back in the driver’s seat.
SCOPE OF WORK
A Custom Scope, Designed for Your Property.
Many pavement projects encounter issues due to vague scopes that prioritize contractor margins and expose HOAs and property managers to change orders, scope creep, and unexpected costs. RPS takes a different approach.
We conduct an independent site assessment, evaluate pavement conditions, identify drainage issues, and note concrete deficiencies. Our Scope of Work addresses actual needs rather than maximizing sales. Each line item is intentional and fully documented. All contractors bid from the same detailed scope, ensuring accurate, direct comparisons.
You approve the scope before work begins. This ensures the project is completed as promised.
COST
Competitive Bids. Vetted Contractors. Accurate Pricing.
Cost is a significant concern for HOA boards and property managers, particularly when projects impact reserve fund planning. RPS safeguards your budget through a structured, transparent bidding process that secures competitive pricing from pre-qualified subcontractors.
Each project receives at least four qualified bids, with more as appropriate. RPS Project Directors vet contractors based on workmanship, material standards, insurance, and reliability. We provide a clear, side-by-side Bid Summary Report for your review.
This process delivers competitive pricing and documented confidence in contractor performance. As a result, RPS clients consistently achieve greater value for their pavement investments.
TIME
On-Site Oversight at Every Key Phase.
Timely project completion requires consistent oversight from start to finish. Your RPS Project Director provides this supervision.
From pre-construction meetings to materials verification, daily site inspections, workmanship oversight, and final walkthrough, an RPS Director or Inspector is present at every key stage. We document progress with photos, inspection reports, and materials checks, and maintain direct communication with contractors, property managers, and HOA boards throughout the project.
This approach prevents delays, ensures specifications are met, and provides prompt decision-making when needed. Your project stays on schedule under qualified supervision.
WHAT WE DO
The Full Project Lifecycle, Handled by People Who Have Done the Work.
Every RPS engagement covers the entire pavement project lifecycle, from the first site walk to the final completion report. Here is exactly what you get when you bring RPS into your project.

INTERESTS
Your interests come first. Every recommendation is filtered through one question: what is best for the property owner? No contractor sales goals. No vendor margins. Just independent advice.

PLAN
Budget-first planning and reserve fund accuracy. We help HOAs plan pavement work around real budget cycles and provide the technical input your reserve study deserves.

DESIGN
A scope of work that produces apples-to-apples bids. We design a detailed, specification-driven Scope of Work so every contractor bids on the exact same job. No mystery line items.

APPROVAL
Stakeholder approval before any work begins. RPS secures formal approval on scope and budget from your board or ownership group before equipment touches your property.

REQUEST
A structured RFP process and clear Bid Summary Report. We issue the RFP, manage bidding, and deliver one organized document comparing price, scope, and contractor qualifications side by side.

BIDS
Four or more qualified bids on every job. Every contractor is pre-qualified by an RPS Project Director based on workmanship, materials, insurance, and reliability. Not on referral fees.

DETAILS
Every detail handled before the crew shows up. Pre-construction meetings, site layout, No Parking notices, resident communication, and staging plans, all locked in before day one.

VERIFICATIONS
On-site workmanship and materials verification. An RPS Director or Inspector is on-site during every critical phase, verifying materials, workmanship, and scope execution with documented field reports.

UPDATES
Real-time updates for managers and boards. Daily progress reports, inspections, photo documentation, and decision-ready alerts. You never have to chase us for information.

COMPLETION REPORTS
A permanent project record at no extra cost. Every project closes with a full Completion Report documenting scope, materials, inspections, and timeline for your records and future planning.

OUR SYSTEM
Flexible Engagement Options
The most comprehensive option. RPS oversees the entire process and brings General Liability and Professional Liability insurance into the contract. You have one point of contact and full project coverage from start to finish.
For owners who prefer the subcontractor to pay RPS’s fee, we serve as your single point of contact across all bidding and coordination. This structure does not include RPS’s GL and PL coverages.
HOW MUCH DO WE COST?
Our Consulting Pays for Itself.
In this calendar year alone, RPS has saved communities nearly $1,000,000 compared to contractor-recommended scopes of work, while also extending the lifespan of installed work. When you engage a firm that works for you instead of the contractor, the numbers speak for themselves.
